Pittsburgh, Pa. − August 4, 2023 − Senator Lindsey M. Williams (D-Allegheny) joined members of the Democratic Caucus in celebrating Governor Shapiro’s signature of HB 1100, the Expansion of the Property Tax/Rent Rebate (PTRR) Program for the 2023 Tax Year. 

“I was proud to support the expansion of the Property Tax/Rent Rebate program for our seniors,” said Senator Williams. “My office helps hundreds of individuals file for their rebates every year, and we constantly hear how much our neighbors rely on this program to help make ends meet. Expanding this program to provide more property tax relief to more seniors and individuals with disabilities on fixed incomes is an important first step towards providing property tax relief to the most vulnerable among us.”

The Property Tax/Rent Rebate program benefits eligible Pennsylvanians aged 65 and older, widows and widowers aged 50 and older, and people with disabilities aged 18 and older. The previous income limits on eligibility, which were set 16 years ago in 2007, were $35,000 for property owners and $15,000 for renters. The program counts half of Social Security income towards this income total. 

Because Social Security payments have an automatic annual cost of living adjustment, many seniors became ineligible for the PTRR program, despite still desperately needing property tax relief. HB 1100 raises the eligibility threshold to $45,000 for both homeowners and renters, plus adds an automatic cost of living adjustment to the eligibility cap.

HB 1100 also raises the rebate amounts available. Rate increases are as follows:
